Reports to: Programs and Impact
Direct Supervisor: Clinical Services Quality Advisor
Classification: Fixed term contract – 12 months
Key Job Outcomes:
1. Strategic Plan and Budget Implementation.
Works with others to implement the strategic approach of the program or project specific to SRHR services. Assists in the development of annual plans and budgets for the SRHR portfolio of the program or project.
2. Program Assessment, Measurement and Evaluation. Reviews quarterly and annual program or project progress and financial reports and gives constructive feedback on the regional programs or projects and IPOs as applicable. Compiles quarterly and annual reports for MEL to report to the organization. Partners with MEL to help conduct research and data gathering on significant and new developments. Identifies best practices in activities. Recommends improvements for program or project performance and assists in sharing innovative methods with partners.
3. Technical Direction. Assists in the implementation of capacity building and development in the different regional locations.
4. Project and Management Reporting. Assists in the development and delivery of reports related to the program’s or project’s activities. Submits a completed consolidated report to MEL team on a timely basis.
5. Meeting and Forum Attendance. Attends relevant meetings as well as forums to foster and enhance collaboration. Identifies new and improved approaches, methods and ideas.
6. Training Design, Development and Delivery. Assists in standardizing SRHR training curriculum.
7. Publications: Assists with coordinating publication of research findings, technical reviews and the development of manuals and guidelines for project related activities.
8. Product Development. Develops collaborative linkages and coordinates the publication of concept papers and proposals related to the SRHR program.
9. Project Management and Participation: Leads, manages or participates on cross-functional project teams.
Minimally Required Education, Training and Experience:
– Education background in Clinical Medicine or Nursing
– At least 3 years’ experience and demonstrated clinical skills in provision FP methods, especially LARCs, PPFP and PPACFP
– Knowledge of health systems in Tanzania, especially at regional, district and health facility levels (structure, challenges, opportunities)
– At least 3 years demonstrated experience of the dynamics of working closely with public health sector in the urban and peri- urban set up.
– At least 3 years’ experience of providing clinical mentorship, on the job training and coaching of health service providers in the public and private sector
– At least 3 years’ Demonstrated experience of working on cPAC programs (service delivery, training, mentorship, coaching)
– Working knowledge of / familiarity with the following concepts: harm reduction model, values clarification, stigma reduction and rights-based approaches
– Working knowledge on opportunities, challenges and best practices in AYSRH
– Ability to establish good working relationship with the public sector
– Experience working with Dar es salaam R/CHMT in driving SRH agendas is an added advantage.

JOB TITLE: Clinical Services Quality Advisor at Pathfinder International

Classification: Regular Full-time
Key Job Outcomes:
1. Project Work Plans and Execution:
Creates and executes project work plans and revises as appropriate to meet changing needs and requirements. Identifies resources needed and assigns individual responsibilities. Manages day-to-day operational aspects of a project and scope. Reviews deliverables prepared by team before passing to client. Enforces project standards. Ensures all project documentation is complete, current and stored appropriately.
2. Project Status Reports: Prepares for engagement reviews and quality assurance procedures. Submits regular status project reports. Addresses issues and resolutions to mitigate risks.
3. Project Budget: Manages project budget. Tracks and reports team hours and expenses on a weekly basis. Reports budget to actual variance on hours and cost
4. Project Meetings: Holds regular status meetings with project team. Keeps project team well informed of changes within the project and organization. Communicates relevant project information to project leads. Delivers engaging, informative, well-organized presentations. Resolves and/or escalates issues in a timely fashion. Communicates difficult/sensitive information. Facilitates team meetings.
5. Project Schedules: Manages the project schedule and schedules for Pathfinder staff related to the project. Plans and schedules to align resources and deliverables. Serves as the primary point of contact for exceptions and rescheduling.
6. Staff Development: Trains other team members using train the trainer approach. Approves team members’ time and expense reports.
Reviews the status reports of team members and addresses issues as appropriate. Complies with and helps to enforce standard policies and procedures.
7. Technical Assistance: Provides technical assistance to country offices, host-country governments, local partners, and other agencies to assess needs and design SRHR and ISS & CB projects and services that are responsive to the needs of intended populations.
8. Quality Assurance: Works with the technical team to ensure that best practices for services and service integration are well documented, evaluated and poised for scale up.
Coaches and builds teams to optimize staff performance programming, target setting and project workplan and scale-up.
9. Partner Management: Manages day-to-day partner interactions.
Minimally Required Education, Training and Experience:
– Education background in Clinical Medicine or Nursing, with post- graduate qualification at master’s level – MPH preferred
– At least 5 years’ experience in implementation of SRH projects, especially FP, cPAC
– Knowledge and demonstrated experience of setting quality standards for Maternal health programs including cPAC and FP.
– At least 4-year experience of leading system strengthening program to support delivery of quality SRH services by the public sector.
– Demonstrated skill for provision of cPAC, FP services and other MNCH services including EmONC services.
– Knowledge of the health systems in Tanzania and experience of engagement in the sector at regional and national level to advocate for best practices and bring about the required change
– Ability to establish good working relationship with the public sector, especially at CHMT, RHMT, MOH and PORALG level
– Experience working with R/CHMT in Dar es salaam is an added advantage.

JOB TITLE: Social and Behavior Change Communication Technical Advisor (SBCC) at Pathfinder International

Classification: Fixed term for 12 months
Essential Job Functions:
1. Programming Design, Planning and Implementation:
Provides programmatic leadership in country programs or project. Works collaboratively with program and project staff to develop, plan, and manage activities smoothly and efficiently, and within Pathfinder’s operational policies and procedures. Leads in the design, development and implementation of innovative, effective, country appropriate programming for SRHR and SSCB to build and develop capacity of intended populations.
2. Project Management: Project Budget Tracking and Reporting: Works collaboratively with finance staff to prepare and track the progress of project and activity budgets.
3. Technical Assistance: Oversees technical assistance needed to execute project work plans, which may include external consultants. Provides technical assistance to country offices, host-country governments, local partners, and other agencies to assess needs and develop SRHR and SSCB standards and guidance, and/or provide SRHR and SSCB services that are responsive to the needs of intended populations.
4. Meeting Planning and Management: Ensures that the project management meeting and partnership coordination meetings are organized regularly and takes minutes of those meetings
5. Project Status Reporting: Ensures timely, accurate and appropriate reporting of program or project activities and results to the donors.
6. Shared Services: Facilitates delivery of administrative support for the Chief of Party by working collaboratively across the different directors and teams within the program and projects.
7. Networking and Branding: Represents the program and projects in professional circles through meetings, conferences and presentations when needed.
8. Coaching: Coaches and supports Country Directors on country capacity building model.
9. Project Management and Participation: Leads, manages or participates on cross-functional project teams.

Knowledge of the key steps involved in designing and implementing SBCC projects
Demonstrated experience in engaging the government and key SBCC partners in designing BCC and IEC products that went to national scale
Ability to establish good working relationship with the public sector, especially at CHMT, RHMT, MOH and PORALG level Experience working with R/CHMT in Dar es salaam is an added advantage.
